The City of Belleville developed the Development Tracker to improve transparency and provide public access to clear, up-to-date information on residential development activity across the city. The project responds to Council direction to create a public-facing system that tracks key steps in the housing approval and construction process and supports the City’s efforts to increase housing supply.

The Development Tracker was advanced as part of the City’s successful Housing Accelerator Fund (HAF) Round 2 application. The Housing Action Plan submitted to the Canada Mortgage and Housing Corporation identified several initiatives to support housing growth, including enhancing and streamlining the development approval process for missing middle and affordable housing. The Development Tracker fulfills this commitment by providing a centralized, GIS-based tool that tracks approvals, construction activity, and land supply.

Developed by City Staff using Esri’s Experience Builder Developer Edition, the Development Tracker is a fully custom GIS application designed to function seamlessly across computers, tablets, and mobile devices. The application includes a landing page that provides access to four key components: the Subdivision Tracker, Housing Construction Tracker, Development Applications, and Residential Land Supply. Each component allows users to explore development activity through interactive maps, filters, and custom tools tailored to the City’s data and planning needs.

The Development Tracker is available through the City’s GIS Hub, which can be accessed directly from the City’s homepage. By centralizing development information in a single, user-friendly platform, the tool enhances transparency, supports evidence-based planning, and helps residents, developers, and decision-makers better understand housing activity and progress toward City and provincial housing targets.
