Notice of Passing
The Council of The Corporation of the City of Belleville made a decision to approve all of Amendment No. 12 to the Official Plan (2021) for the City of Belleville by adopting By-law Number 2026-78 at the Meeting held on the 8th day of June 2026.
Purpose and effect of Official Plan Amendment:
The purpose and effect of By-law Number 2026-78 is to revise the Official Plan, to amend and update policies in accordance with the Planning Act to implement the recommendations of the Official Plan Review, and includes:
- The general text and tables amendments of Sections 1-9 of the Official Plan (2021);
- The addition of Schedule ‘E1’ to the Official Plan (2021); and
- The revision of Schedule ‘A’ and ‘B’ of the Official Plan (2021) as shown on Map 1 of the Official Plan Amendment.
Belleville Municipal Council considered all relevant submissions, reports from Planning Staff, and all other relevant background information surrounding the subject matter prior to making its decision. Based on all information available, Belleville Municipal Council approved the Official Plan Amendment.
When and how to file an appeal:
Any appeal to the Ontario Land Tribunal (OLT) must be filed with the City Clerk no later than twenty (20) days from the date of this Notice as shown above. The last date for filing an appeal is as shown above.
The appeal should be sent to the attention of the City Clerk, City Hall, 169 Front Street, Belleville, Ontario, K8N 2Y8, and it must:
(1) Set out the specific part of the proposed Official Plan Amendment to which the appeal applies,
(2) Set out the reason(s) for the request for the appeal, and be accompanied by the fee prescribed by the Tribunal and the fee to be payable by certified cheque to the Minister of Finance.
No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.
When the decision is final:
Pursuant to Ontario Regulation 525/97, the proposed official plan amendment is exempt from approval by the Minister of Municipal Affairs and Housing. The decision of the council is final if a notice of appeal is not received on or before the last day for filing a notice of appeal.
