The City of Belleville is advancing the redevelopment of the former Queen Mary School site into a mixed-use area that provides affordable rental housing while maintaining a valued community green space. This project responds to growing local housing needs and follows Council’s directive to balance new development with the preservation of parkland.

This initiative will transform the underutilized 4.23-acre site into a combination of affordable residential units while maintaining public parkland.

Highlights of the project include:

  • Reuse or redevelopment of the existing Queen Mary School building;
  • Construction of new affordable housing units;
  • Long-term affordability secured through agreements with a successful developer;
  • Protection of a portion of the site for a future city park, guided by public input; and
  • Alignment with the City's Housing Accelerator Fund Housing Action Plan.

The initiative supports Belleville’s broader efforts to improve housing availability and build inclusive, sustainable neighbourhoods.

The redevelopment process is being guided by a formal Request for Proposals (RFP), which outlines key selection criteria:

  • Number and type of housing units;
  • Commitment to long-term affordability;
  • Compliance with zoning regulations;
  • Adaptive reuse potential of the former school; and
  • Proponent qualifications and delivery timelines.

The City has completed a Building Condition Assessment to assist developers in preparing proposals and to explore options for reusing the former school facility effectively.

Following public engagement in early 2025 and Council’s direction, a minimum of one acre of the site will be protected for parkland. Input from residents on the future design and use of this space is informing the next steps.

Qualified proposals will be reviewed later in 2025, and the selected proponent will proceed with site planning, approvals, and development.
