The City of Belleville is undertaking the investigation, design, and rehabilitation and/or reconstruction of stormwater culvert infrastructure along Cannifton Road and Reid Street.
The existing storm infrastructure is in deteriorated condition. The Cannifton Road culvert exhibits moderate to severe corrosion, rust staining, sediment buildup, and deteriorating railings and headwalls. The Reid Street culvert shows severe structural issues, including spalling concrete, exposed reinforcing steel, and evidence of footing undermining. In addition, there are uncertainties related to culvert alignment through Memorial Park, connections between different pipe materials, and upstream and downstream system linkages, as well as potential impacts to trees, landscaping, and nearby features.
The project will include a comprehensive engineering assessment, geotechnical investigation, and the development of detailed designs to address these deficiencies.
Planned Improvements:
Full condition assessment and confirmation of culvert alignment and system connections
Rehabilitation or replacement of existing culverts on Cannifton Road and Reid Street
Removal of sediment and debris to restore hydraulic performance
Structural repairs to headwalls, railings, and compromised culvert components
Design of upgraded storm infrastructure to improve system reliability and capacity
Evaluation and coordination of impacts to Memorial Park, landscaping, and surrounding features
Preparation of a tender-ready construction package, including cost estimates and specifications
Potential full roadway reconstruction of Reid Street to an urban standard, including proper drainage, curbs, and gutters
