The City of Belleville is seeking proposals from qualified Engineering Consulting Firms to complete detailed investigations, design, permitting, cost estimating, and preparation of a tender-ready construction package for the replacement or rehabilitation of the twin Structural Plate Corrugated Steel Pipe (SPCSP) culverts located on Blessington Road. The Consultant will determine the optimal long-term solution considering structural, hydraulic, environmental, and geotechnical conditions at the site.
2. Background & Existing Conditions
Based on the September 2025 OSIMS Report (revised January 30, 2026), the following conditions were identified at the site:
- Twin SPCSP culverts are in fair to poor condition.
- Medium to severe corrosion and perforation present along the bottom of both barrels.
- North gabion baskets show significant leaning, light to medium bulging, and minor loss of material.
- Replacement of the structure is recommended within 1–5 years.
- Guiderails exhibit deficiencies including broken and leaning posts, checking/splitting of timber, rot at tops, and severe collision damage on the north side.
- Current replacement value is based on in-kind replacement only and does not account for potential geometric changes (widening/lengthening). The Consultant shall verify all conditions and evaluate site-specific requirements.
