The City of Belleville is proposing an amendment to its Community Improvement Plan (CIP) to offer City Council more flexibility when reviewing eligibility requirements and expedite approvals for major housing projects. Specifically, the amendment proposes adding a new condition under Section 3.1 that grants Council discretion, on a case-by-case basis, to waive or make exceptions to administrative requirements or program criteria when a proposed project aligns with the City's strategic priorities or the core objectives of the Plan.

The intent and goals of the CIP are to:

  1. Facilitate the city-wide development of housing, including affordable and missing middle housing, respectively;
  2. Support downtown revitalization;
  3. Remediate and redevelop brownfield sites for economic development and environmental benefits; and,
  4. Improve quality of life and community health.

A Community Improvement Plan is a planning mechanism that allows the City to direct financial resources toward specific projects that encourage rehabilitation and redevelopment. Under the program guidelines, any incentive application where the total value of financial incentives exceeds $100,000 requires formal approval by Council.

Members of the public can learn more and share their feedback at an upcoming Public Meeting to be held on Monday, August 10, 2026, at 4:00 p.m. in the Council Chambers on the 4th Floor of City Hall. Any person may attend the meeting to make oral representation or submit written comments regarding the proposal. Written comments may also be dropped off in person or mailed to the Policy Planning Section at City Hall, or submitted electronically by email to planning@belleville.ca.

Residents and interested parties who wish to be notified of City Council's final decision on the proposed CIP Amendment must submit a written request to the City Clerk by mail or email. Please note that under provincial planning regulations, individuals or public bodies must make oral submissions at the public meeting or submit written comments to the City before the amendment is adopted in order to preserve their right to appeal the decision to the Ontario Land Tribunal or to be added as a party to an appeal hearing.
