The City of Belleville is updating its Community Improvement Plan (CIP) to support investment and development across the city. The revised CIP will introduce new and updated financial incentives focused on three key priorities:

1. Housing Incentives

With Belleville’s population growing and housing costs rising, the updated CIP will include new supports for residential development.

The City is also leveraging funding from the federal Housing Accelerator Fund (HAF) to support these efforts and encourage innovative, timely housing solutions.

2. Downtown Revitalization

Downtown Belleville is the city’s cultural and commercial heart. The CIP update will review and modernize existing programs like the façade improvement and signage grants to ensure they continue to:

  • Celebrate and protect heritage character;
  • Enhance aesthetics and walkability;
  • Support local businesses and property owners; and
  • Build on the downtown’s riverfront location and role as a destination.

3. Brownfield Redevelopment

Many older or underutilized properties, particularly in the downtown and waterfront areas, have development potential but may be affected by environmental conditions.

The CIP update will refine existing brownfield incentives to:

  • Reduce barriers to cleanup and redevelopment;
  • Encourage housing projects and mixed-use development; and
  • Support sustainable growth in key areas of the city.
