The Corporation of the City of Belleville Forest Hill Sewage Pumping Station Upgrades Schedule ‘B’ Class Environmental Assessment
The Corporation of the City of Belleville (the City) has completed a Schedule ‘B’ Class Environmental Assessment process to evaluate suitable options to address the aging Forest Hill Sewage Pump Station (SPS). The Class EA assessed various servicing options to ensure the preferred solution can reliably accommodate current sewage flows and any future increase in flows from growth within the sewer use area.
Based on the study findings, input from technical agencies and the public, the Class EA is now complete. The preferred servicing solution consists of decommissioning the SPS entirely and transitioning to a gravity pipe system.

By this notice, the Class EA is being placed on public record for a 30-day review period in accordance with the requirements of the Municipal Class EA process. Interested persons may provide written comments to the project team by February 9, 2026.

This Study is being conducted according to the requirements of a Schedule ‘B’ Class Environmental Assessment under the Ontario Municipal Class Environmental Assessment process (October 2000, as amended in 2015 and 2023).
In addition, a request to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring an individual environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information.
Requests should specify what kind of order is being requested (additional conditions or an individual environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include any supporting information.

These comments will be collected and maintained on file for use during the study in accordance with the Freedom of Information and Protection of Privacy Act and the Ontario Environmental Assessment Act. With the exception of personal information, all comments will become part of the public record.
If there is no request received by February 9, 2026, the Schedule ‘B’ Class EA is deemed complete. The City may then proceed with implementing the recommendations.
