The City of Belleville is updating its Community Improvement Plan to better support growth, investment, and housing across the community. With a growing population and increasing demand for residential options, the revised plan will introduce incentives that encourage new housing development and leverage support from the federal Housing Accelerator Fund. These updates will help bring forward timely and innovative housing solutions that align with community needs.

The plan also continues to strengthen Belleville's downtown as a cultural and commercial centre. Existing programs that support façade improvements, signage upgrades, and overall building enhancements are being modernized to reinforce the area’s heritage character, improve walkability, and support a vibrant local economy. These refinements build on the downtown’s unique riverfront setting and maintain its role as an important destination.

The updated CIP also addresses redevelopment opportunities on older or underutilized properties, particularly in the downtown and waterfront areas. Some sites require environmental review or cleanup before construction can proceed. Revised brownfield incentives will help reduce these barriers and encourage new housing and mixed use development in areas well suited for growth.

This work has been shaped by extensive public consultation through media outreach, online surveys, email submissions, stakeholder interviews, and an in-person Public Consultation Centre. Feedback emphasized priorities such as affordable and accessible housing, downtown revitalization, riverfront improvements, and support for missing middle housing, and has informed the draft CIP.

A statutory public meeting was held on November 24, 2025 in accordance with the Planning Act.

    Housing, Downtown Revitalization and Brownfield Redevelopment Community Improvement Plan Public Meeting

    BELLEVILLE – The City of Belleville is currently undertaking an update to its Community Improvement Plan (CIP) to support investment and development across the city. A public meeting will be held during the Nov. 24 Council Meeting to hear and receive comments from the public on the draft plan.

    WHEN: Monday, Nov. 24 at 4 p.m.

    WHERE: Council Chamber, 4th Floor City Hall (169 Front St.)

    The Community Improvement Plan supports local revitalization, beautification and economic development in the City of Belleville by providing grants for private property owners to help offset project costs that achieve the City’s community planning and development goals. The purpose of the update is to revisit priorities and financial incentives to achieve several community improvement objectives, including:

    • encouraging the development of more missing middle housing and affordable housing
    • supporting the rehabilitation of existing buildings to revitalize the downtown
    • encouraging the redevelopment and rehabilitation of underutilized brownfield sites to support new housing and revitalization goals

    The City of Belleville will be holding a Public Consultation Centre (PCC) to introduce the Community Improvement Plan (CIP) Update project and gather feedback on draft programs. This CIP Update revisits priorities and financial incentives that will help reach several community improvement objectives, including facilitating city-wide development of housing, including affordable and missing middle housing, supporting downtown revitalization, assisting in the remediation and redevelopment of brownfield sites, and improving overall quality of life and community health.
