The City of Belleville has launched an updated ADU Incentive Program to encourage the creation of accessory dwelling units across the city. This initiative directly supports Belleville’s commitment to increasing the supply of affordable and diverse housing options within existing neighbourhoods.
Under the revised program, eligible applicants can receive grants of up to $5,000 per unit, helping to reduce the upfront costs associated with building or legalizing an accessory dwelling unit.
Key goals of the program include:
Expanding housing availability within existing communities;
Supporting affordable, flexible housing for multi-generational families, seniors, and renters; and
Streamlining processes and removing financial barriers for homeowners.
These changes align with the City's Housing Accelerator Fund Action Plan, intensification goals, and recent policy updates that permit up to three (3) ADUs as-of-right across most residential zones.
The updated program:
Covers both newly constructed and retroactively legalized units;
Requires units to comply with building code and zoning requirements;
Offers funding through a simplified application process; and
Applies to basement suites, garage conversions, backyard suites, and more;
The City has also updated zoning permissions, making it easier to add second or third units in single, semi-detached, and townhouse dwellings, consistent with recent changes to Ontario’s Planning Act.
Funding is available until the program budget is exhausted, and applications are reviewed on a first-come, first-served basis.
Submit your complete application with all required documentation
Await review and confirmation from City staff before proceeding with construction or final registration
Grant payments will be issued following final inspections and/or confirmation of unit compliance.
