The City of Belleville is seeking proposals from qualified engineering consulting firms to undertake a comprehensive investigation, geotechnical assessment, detailed design, cost estimation, and preparation of a tender-ready construction package for the rehabilitation and/or reconstruction of the storm infrastructure from Cannifton Road to Reid Street. This includes evaluation of the existing storm system condition, confirmation of infrastructure alignment, assessment of connected systems, and design of necessary improvements or replacements.
2. Background & Existing Conditions
Cannifton Road Structure:
Culvert is generally in poor condition with medium to severe corrosion and rust staining.
Railing system and outlet headwall requiring rehabilitation due to loose or compromised supports.
Sedimentation and debris buildup within culvert pipes, impacting hydraulic performance and impeding full inspection.
Reid Street Culvert:
Severe spalling with exposed reinforcing steel.
Evidence of footing undermining.
Alignment and Site Unknowns:
Unknown relationship to exactly where it crosses Memorial Park and potential impact on the monument.
Potential impact on existing mature trees and landscaping features.
Unknown connection points between differing pipe materials.
Uncertainty regarding downstream/upstream connections and cross-connections.
Reid Street Roadway Considerations: Due to the poor existing road condition and the absence of urban features (curbs, gutters, proper crossfall, drainage), a full roadway reconstruction to an urban municipal cross-section is under consideration as part of this project.
