The City of Belleville has retained Dillon Consulting Limited to complete a detailed planning analysis for the Cannifton/Corbyville Planning Area. The City’s Official Plan identifies Cannifton and Corbyville Village as strategic areas for future growth, and this study will help ensure that growth is managed in a thoughtful and coordinated way.

The goal of the Cannifton/Corbyville Planning Strategy is to guide future development while respecting the area’s history, identity, and rural character. The study recognizes that Cannifton and Corbyville are made up of several distinct communities with strong agricultural roots that have developed in their own way.

This work will integrate land use planning, economics, urban design and placemaking, engineering, and ecological due diligence into a comprehensive inventory analysis and land use strategy. The resulting strategy will help guide how land is used, how communities grow, and how development can occur in a way that reflects local values and supports communities.

This project is being conducted as an integrated planning and infrastructure study in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment process and is following Approach #1 for Master Plans. The Study will have a broad scope and level of analysis on a regional or systems-wide scale to identify land use and infrastructure needs and establish broad alternatives and potential solutions. The resulting Study (Master Plan) for the Cannifton/Corbyville area will form the basis for future, more detailed investigations for projects that are subject to the Environmental Assessment Act.

The study will be completed in the following main phases:

  1. Phase 1: Project Commencement and Background Review
  2. Phase 2A: Inventory and Analysis of Existing Conditions
  3. Phase 2B: Additional Analysis of Preferred Location for Future Industrial Park
  4. Phase 3: Land Use Concept
  5. Phase 4: A Strategic Framework (final Strategy Report)

At the end of the study, the final report will be available for a mandatory 30-day public review period.

Residents, landowners, and other stakeholders are encouraged to stay informed and engaged throughout the process. Project updates, background materials, and future engagement opportunities will be shared on this page to help people understand what is changing and how it may affect them.

    The Study

    The City of Belleville is conducting a Planning Area Study (the Study) for the distinct areas of Cannifton and Corbyville Village (the Study Area) and the nearby employment area (Northeast Industrial Park), all of which are anticipated to face significant growth pressure in the near future. To date, development in these areas has occurred at a level and scale not initially conceptualized in the Official Plan. Some of this development has lacked coordination leading to road network inefficiencies and land use conflicts

    The main goals of this Study are to create a strategy for development, integrate economics, infrastructure and land use planning, and provide a framework for better "placemaking" - creating vibrant spaces where people want to live and work. This project is a priority for the City as it seeks to meet housing targets under the federal Housing Accelerator Fund (HAF) and update its overall Official Plan.

    Process

    This project is being conducted as an integrated planning and infrastructure study in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment process and is following Approach #1 for Master Plans.
