The City of Belleville is undertaking a comprehensive corridor study for Bell Boulevard and North Front Street—two of the city’s most important commercial and transportation corridors. These areas are vital to Belleville’s economy and serve as key gateways for residents, businesses, and visitors.
The goal of the study is to develop a long-term vision and planning framework that will support future growth, mobility, safety, and land use compatibility along both corridors.
This work will help guide future investments in transportation infrastructure, public realm improvements, development policy, and urban design in a way that supports the city's long-term strategic goals.
The Corridor Study will:
Analyze current and future traffic patterns, accessibility, and multimodal connectivity;
Identify opportunities to improve transit service, cycling infrastructure, and pedestrian safety;
Establish a cohesive vision for land use, building form, and streetscape enhancements; and
Recommend policy changes and infrastructure investments to support redevelopment and intensification.

We’d like to notify that the study was brought forward to Council on August 11, 2025 and was approved in principle. As such, this document will be used as a decision-making tool to provide key considerations for ongoing and future studies and projects such as the West Belleville (Loyalist) Secondary Plan update, Official Plan review, Transportation Master Plan, Development Guidelines, the Parks and Recreation Master Plan, and Community Improvement Plan.
Phase 1 - Project Commencement and Background Review

City Staff met with the consultant team and confirmed the study area, identified and delineated preliminary sub-areas, and provided data and relevant background information for the Study area.
Phase 2 - Inventory of Existing Conditions

The consultants reviewed the current conditions of the Study area, as well as data provided, and conducted a site visit of the area to summarize their findings.
Phase 3 - Options for Development

The consultants reviewed anticipated future conditions and presented findings from Phases 1 and 2 at a Public Information Meeting on April 5, 2022, and collected public feedback via a survey. Based on this feedback, conceptual development options and a public realm framework were created and presented for additional public input at a subsequent meeting on September 29, 2022, to identify a preferred development option.
Phase 4 - Strategic Framework

The consultants drafted a Corridor Plan based on the preferred conceptual development, considering Transportation and Servicing studies and the Provincial Planning Statement. The draft Plan includes recommended policy directions, urban design guidelines, and an implementation strategy to form the basis for an Official Plan Amendment (OPA), integrating the Corridor Plan's vision into the Official Plan for guiding future development.
Phase 5 - Council Approval in Principle

The Corridor Study was approved in principle on August 11, 2025, meaning that this document will be used as a decision-making tool to provide key considerations for ongoing and future studies and projects
