The City of Belleville is undertaking a comprehensive corridor study for Bell Boulevard and North Front Street—two of the city’s most important commercial and transportation corridors. These areas are vital to Belleville’s economy and serve as key gateways for residents, businesses, and visitors.

The goal of the study is to develop a long-term vision and planning framework that will support future growth, mobility, safety, and land use compatibility along both corridors.

This work will help guide future investments in transportation infrastructure, public realm improvements, development policy, and urban design in a way that supports the city's long-term strategic goals.

The Corridor Study will:

  • Analyze current and future traffic patterns, accessibility, and multimodal connectivity;
  • Identify opportunities to improve transit service, cycling infrastructure, and pedestrian safety;
  • Establish a cohesive vision for land use, building form, and streetscape enhancements; and
  • Recommend policy changes and infrastructure investments to support redevelopment and intensification.

This work is aligned with other key planning initiatives, including:

  • The Loyalist Secondary Plan Update
  • The Infrastructure Phasing Strategy
  • The City’s Official Plan and transportation master planning

  • Bell Boulevard from Wallbridge-Loyalist Road to North Front Street
  • North Front Street from Bell Boulevard to College Street

As such, this document will be used as a decision-making tool to provide key considerations for ongoing and future studies and projects such as the West Belleville (Loyalist) Secondary Plan update, Official Plan review, Transportation Master Plan, Development Guidelines, the Parks and Recreation Master Plan, and Community Improvement Plan.
