The City is eliminating the aging Forest Hill Sewage Pumping Station on Farley Street.

The existing air-based pumping station is increasingly unreliable and difficult to repair due to discontinued parts.

A Municipal Class Environmental Assessment was completed to identify the preferred alternative solution which involves the decommissioning of the existing pumping station and transitioning to an entirely gravity-based conveyance system. This will involve the reconstruction of the east-west portion of Forest Hill Crescent to install the new sanitary sewer.

Eliminating the aging station will ensure long-term service reliability, reduce repair costs, and align with current wastewater infrastructure standards.

The Corporation of the City of Belleville Forest Hill Sewage Pumping Station Upgrades Schedule ‘B’ Class Environmental Assessment

The Corporation of the City of Belleville (the City) has completed a Schedule ‘B’ Class Environmental Assessment process to evaluate suitable options to address the aging Forest Hill Sewage Pump Station (SPS). The Class EA assessed various servicing options to ensure the preferred solution can reliably accommodate current sewage flows and any future increase in flows from growth within the sewer use area.

Based on the study findings, input from technical agencies and the public, the Class EA is now complete. The preferred servicing solution consists of decommissioning the SPS entirely and transitioning to a gravity pipe system.

Further details are presented in the Schedule ‘B’ Class EA report, which is currently available for review at the City’s website:

    https://getinvolved.belleville.ca/forest-hill-sewagepumping-station-replacement

Hard copies of the report are available at Belleville City Hall and the Belleville Public Library, located at:

Belleville City Hall – Second Floor Counter 169 Front Street, Belleville, Ontario (Mon-Fri 8:30 am to 4:30 pm)

By this notice, the Class EA is being placed on public record for a 30-day review period in accordance with the requirements of the Municipal Class EA process. Interested persons may provide written comments to the project team by February 9, 2026.

All comments and concerns should be sent directly to:

This Study is being conducted according to the requirements of a Schedule ‘B’ Class Environmental Assessment under the Ontario Municipal Class Environmental Assessment process (October 2000, as amended in 2015 and 2023).

In addition, a request to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring an individual environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information.

Requests should specify what kind of order is being requested (additional conditions or an individual environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include any supporting information.

The request should be sent to:

Minister of the Environment, Conservation and Parks Ministry of Environment, Conservation and Parks 777 Bay Street, 5th Floor Toronto ON M7A 2J3 minister.mecp@ontario.ca

The Corporation of the City of Belleville Forest Hill Sewage Pumping Station Upgrades Schedule ‘B’ Class Environmental Assessment

The purpose of this Class EA is to evaluate suitable options to address the aging Forest Hill Sewage Pump Station (SPS) in the City of Belleville. The Class EA will identify a preferred servicing option that will reliably accommodate current sewage flows and any future increase in flows from growth within the sewer use area. The goal of the Class EA is to provide a solution that will benefit the community well into the future.

Public consultation is a key component to this Study. This Public Consultation Centre will be held to identify the existing pump station constraints, as well as potential alternative solutions. The preferred alternative currently being considered involves decommissioning the Sewage Pumping Station entirely and transitioning to a gravity pipe system.

All those interested in the project are invited to attend.

The purpose of this Municipal Class Enviornmental Assessment (MCEA) is to evaluate suitable options to address the aging Forest Hill Sewage Pump Station (SPS) in the City of Belleville. Options being considered include replacing the current SPS in the same location, replacing the current SPS in a new location, and the potential of omitting the SPS entirely and transitioning to a gravity based system.

Public and agency consultation is a key part of the Class EA process. Based on your input, the Class EA will identify the preferred servicing option that will reliably accommodate current sewage flows and any future increase in flows from growth within the sewer shed. The goal of the MCEA is to provide a solution that will benefit the community well into the future.
