The City has completed a draft Development Charges Background Study, which will support the creation of a new Development Charges By-law to replace the existing by-law (2021-201). The study evaluates how growth will impact infrastructure and community service needs over the next several years and recommends updated development charge rates and policies in accordance with the Development Charges Act, 1997.

The new Development Charges By-law will incorporate:

  • Input from the development industry
  • Results of the City’s Infrastructure Phasing Strategy, which outlines servicing needs across 36 sub-development areas
  • Project priorities from the Parks and Recreation Master Plan

This process builds on earlier engagement with stakeholders held throughout the 2020 and 2021 Development Charges Background Studies and by-laws, and continues the City’s commitment to transparency and fiscal responsibility.

    The draft study and proposed by-law can be viewed on this project page or in person at the Engineering and Development Services counter on the second floor of City Hall, 169 Front St.

    Residents are encouraged to review the materials and provide feedback through the online comment card or at the statutory public meeting on Monday, July 27 at 4 p.m. in Council Chamber, 4th floor, City Hall.

    In June 2025, an interim update study was completed which proposed an amendment to the Development Charges by-law to remove the industrial exemption. The supporting update study can be viewed from the Project Documents tab on the right side of this page. A public meeting was held on June 23, 2025, and the update study and by-law amendment were approved by Council on July 14, 2025.
